教學內容 Course Outline

課程概述 Course Description：

本科目之教材以最新的政府機關官方網站與出版品所公佈之相關訊息為主要教材，並配合期刊與媒體報導的最新政策變革訊息，俾使學生能夠對整體的教育政策環境有正確的認識。

教學目標 Course Objectives：

（一）認識我國教育行政結構與體制。 （二）認識我國各級學校制度與運作。 （三）認識我國現行的重要教育政策與問題。  (四) 了解國際教育現行的重大議題

教學內容 Course Outline：

第01週教綱 outline：準備日  註冊 課程簡介與分組
第02週教綱 outline：教育資料庫的簡介與Endnote X7
第03週教綱 outline：我國教育制度之特色與精神  我國教育制度簡介
第04週教綱 outline：我國教育政策的結構環境    （一）分組報告一 1.新師培生對於教育制度/政策的常見「迷思」與釋疑 2.學生教師（師培生）與教育制度之關係。 3.機關、制度、政治、與政策等名詞之分別。
第05週教綱 outline：中央政府教育行政機關組織與運作 1.五權憲法與五院組織 2.中央與地方政府組織架構與運作 3.中央、地方政府機關與各級學校教育之關係
第06週教綱 outline：中央政府教育行政機關組織與運作（二）分組報告二 1.教育部組織、執掌、與運作 2.教育部組織改造政策的最新發展動向
第07週教綱 outline：中央政府教育行政機關組織與運作（三） 1.教育部與國立大學（高中職）、與國中小、私立學校之關係有何差異？ 2.教育部與地方政府、各級學校、教師、與學生之關係。
第08週教綱 outline：地方政府教育行政機關組織與運作（一）分組報告三 1. 教育局/處的組織、執掌、與運作 2. 教育局/處與中央政府、教育部之關係？ 3. 教育改革與教育局/處之關係
第09週教綱 outline：地方政府教育行政機關組織與運作（二）1. 教育局/處與中小學校之關係。 2. 教育局/處如何制訂地方教育政策？教育局/處如何執行中央教育政策？ 3. 以「教師甄試」政策為例，說明中央與地方政府教育行政機關在決策過程中之分工與角色
