一、教學目標

本科目係為學博士班同學所開設的教育政策專門課程。希望同學修習之後能夠：

（一）對公共政策的理論與相關研究有深入的瞭解。

 （二）能夠觀察並且將政策理論應用於當前各種教育政策議題與進程分析中。

 （三）能夠應用政策理論對教育政策進行深入分析。

 （四）將教育政策分析研究結果，撰寫成為學術論文，並發表於相關期刊。

二、課程核心能力及其配分

三、               教材內容

本學期學習重點分成三部分：第一部分是公共政策過程與相關理論的探究，這一部分希望同學除了能夠將數位教學平台上的講義閱讀完畢之外，也希望同學能夠閱讀中文的相關科普翻譯書，包括＜推力＞、＜政策弔詭＞、＜聰明學經濟的十二堂課＞、＜蘋果橘子經濟學＞等；第二部分是教育政策實務的相關討論，透過瞭解近二十年我國幾個重大教育政策的發展過程，讓同學能夠與第一部分的公共政策理論相結合；第三部分是特定教育政策的實例分析與檢討，結合第一部分與第二部分，協助同學發展出自己的政策分析研究報告。

學生在第一部分結束之後，應該對於公共政策過程與相關理論有基礎的瞭解；第二部分對教育政策實務的討論之後，逐步選定學期報告的教育政策研究主題；最後，配合第三部分的政策執行實例檢討，每一位學生在學期結束之前，能夠個別選定一個教育政策作為學期報告的研究主題，並將主題與公共政策理論相結合，深入研究；最後做成對全班的期末口頭報告。口頭報告後根據同學與教師的回饋意見修正，修正後再行完成最後書面報告。

四、實施方法

（一）講授法：針對重要的理論與政策實例由教師加以分析講解。

（二）討論法：包括講授時，教師與學生的互動討論，以及學生在課堂內與課後的討論。
